SENIOR LICENSED PROFESSIONAL MENTAL HEALTH COUNSELOR (PSYCHOTHERAPIST)

Independently evaluates new veteran mental health patient consults as assigned. Interprets and explains VA's treatment and benefit programs related to assistance with identified problems. Reviews all data, subjective and objective, and makes a clinical assessment identifying needs and strengths. Demonstrates ability to work effectively with patients who tend to have frequent and severe crises, lack family or an adequate community support network, be poor at self-monitoring and frequently fail to comply with instructions and treatment, or have significant deficits in coping skills and require continuing professional psychosocial support. Assesses for problems or concerns unique to patient population status as military veterans while independently, or in collaboration with others when appropriate, evaluating the patient's circumstances and clinical presentation, including patient current reaction and resources, independently arriving at a reasoned diagnosis of patient problems and needs. Provides treatment options to assist veterans and/or significant others with decisions for actions to address the identified problems and initiate intervention. Collaborates with the patient, and family/significant others where indicated, to develop psychosocial treatment plans in coordination with interdisciplinary team members, including identification of goals for treatment interventions. Independently initiates and directs the discharge planning process for assigned MH patients, making recommendations or initiating appropriate placement or follow-up intervention actions, often in instances where actions can have serious impact on the life of the patient. Serves as Mental Health Treatment Coordinator/Clinical Case Manager for assigned veterans within the CBOC MH clinical population who are identified as being at moderate to high risk of suicide. Makes adjustments to treatment plans and interventions based on changing needs and response to existing interventions. Provides clinical services to patients and family members/significant others in support of the patient's treatment with emphasis on the use of evidence based other identified best practices. Professional judgment, including extensive knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with veterans. Receives and responds to requests from other providers for mental health social work services or consultation on complex, difficult cases, using advanced practice skills and expertise. Establishes a continuing relationship with the patient, evaluating progress towards goals and adjusting the treatment plan as appropriate. Documents independently in the medical records utilizing paper and/or electronic formats, including psychosocial assessments, diagnostics, treatment, progress notes, follow up, and referral. Is responsible for assigned clinical social work practice both within the CBOC Mental Health Clinic area and when delegated as determined by supervisor to address overall product line social work service needs, including promotion of social work services as a key component of treatment. Throughout the course of treatment the social worker is the subject matter expert on VA and/or community resources. Work Schedule:

GS-0101-12 Senior Licensed Professional Mental Health Counselor Education:
In order to qualify at any grade level in the GS-0101 Licensed Professional Mental Health Counselor occupational series, one must meet the following educational qualification:
Hold a master's or doctoral degree in:
Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. The GS-0101 Licensed Professional Mental Health Counselor occupational series has the following licensure requirements:
Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE:
It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. There is no licensure exception for this grade level.
Experience:
Candidates must have at least one year of progressively complex LPMHC experience equivalent to the GS-11 grade level. Senior LPMHCs must have five years of post-licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs. Experience is only creditable if it is post- master's degree experience as a mental health counselor directly related to the position to be filled. Qualifying experience must be at a level comparable to LPMHC experience at the next lower grade level. Knowledge, Skills, and Abilities:
Must demonstrate the professional KSAs below. 1. Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness. Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice. Ability to determine priority of services needed and provide specialized treatment. 2. Advanced and expert skill in a range of specialized interventions and treatment modalities for Veterans with complex needs. This includes individual, group, and/or family counseling, or psychotherapy and advanced level psychosocial, and/or case management interventions used in the treatment of Veterans. 3. Ability to coordinate the delivery of specialized psychosocial services and programs. Ability to design system changes based on data. 4. Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills. 5. Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications. 6. Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
